The data for the years before 2005, include construction starts of housing units in settlements in the Gaza Strip.

Tenders are calls for proposals issued by the government for the construction of housing units. After selecting the winning bid, construction and marketing can begin by the contractor. Only 13 settlements require the process of tenders; in all other settlements tenders are not required for construction to begin.

Number of housing units in plans for settlements, that have passed one of the planning stages (approval for deposit or approval for validation). In cases where a plan passes more than one stage in that year, it is counted only once; When a program goes through a stage in another year it is counted again, because the question is how many were promoted it in a year. Excluding Jerusalem.
* In 2020, two plans that underwent the publication of a deposit (in E1) were also counted because it was a promotion after an 8-year freeze.

Number of housing units in plans for Palestinians in Area C, which have passed one of the planning stages (approval for deposit or approval for validation). The number of housing units in each plan is calculated according to the plan provisions and the realistic forecast for realization.
The data were collected by Peace Now from the protocols of the planning committees and refer only to construction plans, even those intended to legalize illegal construction (not including applications for building permits).
* In 2016, a plan for 6,000 housing units in Qalqilya was approved for deposit, but the government prevented the approval for validation.
